Panchayats, as institutions of local self- governance, provide a space for rural communities to engage and come together to solve their own developmental challenges. PRIA has steadfastly continued to contribute towards making panchayats effective through systematic capacity building, sustained advocacy, and sharing, dialogue and mutual learning amongst practitioners, researchers and policy- makers.

ग्राम सभा यानी की गाँव की अपनी सभा | प्रजातंत्र का इससे सुन्दर उदाहरण दूसरा कोई नहीं है | यहाँ चुने हुए प्रतिनिधि नहीं बल्कि लोग स्वयं अपना निर्णय लेते है | पंचायती राज व्यवस्था में ग्राम-सभा को सबसे ज्यादा अधिकार दिए गए है | ग्राम के 18 वर्ष या उससे अधिक आयु के सभी नागरिक जिनका नाम मतदाता सूची में हो, ग्राम-सभा के सदस्य है |
आज सम्पूर्ण भारत में विकेन्द्रीकृत सहभागी नियोजन (Decentralized Participative Planning) के तहत ग्राम पंचायत विकास योजना (GPDP) का निर्माण किया जा रहा है| GPDP के आधार पर ही चौदहवें वित्त आयोग एवं राज्य वित्त आयोग द्वारा सीधे पंचायतों के खाते में राशि उपलब्ध करवाई जा रही है|
