Capacity building of panchayats for participatory planning in Jharkhand
Government of Jharkhand is developing some panchayats as Beacon Panchayat. The focus of the government is on capacity building of women mukhiyas and this is one of the major components envisaged under this project. The project will strengthen local governance institutions, support convergance of programmes and schemes through participatory planning, and help institutionalise the process of preparing Gram Panchayat Development Plans (GPDP).
Objectives
1. Institutions of governance at the village level (Gram Panchayats) are strengthened and engaged in planning, implementation and monitoring of development programmes
2. Regular review of programmes and convergence of schemes for betterment of community
3. Institutionalisation of Gram Panchayats Development Plan (GPDP) and improvement of targeted indicators achieved in a time bound manner.
4. Study on Own Source of Revenue of Gram Panchayats

25 gram panchayats from 5 districts (Deoghar, Latehar, Ramgarh, Simdega, West Singhbhum) of Jharkhand
Key Outputs
1. Institutions of governance has been strengthened and are participating in planning, implementation and monitoring of development programmes
• All standing committees of Gram Sabha and Panchayat Sabha level are strengthened and functional
• local resource groups/ PRGs/ Panchayat Volunteers capacitated to take up participatory planning
• At least one round of integrated, participatory planning exercise conducted in all the gram sabha and panchayat sabha for revision of GPDP.
2. Convergence and implementation review conducted monthly at panchayat level and quarterly at block and panchayat plans are endorsed
• Monthly PLCC meeting conducted
• Quarterly BRG and DRG Meetings organised
• Panchayat Plans implementation as per the plan under 14th FC, SBM and MGNREGS
3. GPDP implementation institutionalised and improvement of targeted indicators achieved in a time bound manner
