Course Rationale

 

Panchayati Raj Institutions (PRIs) at the villages, blocks and districts are the foundation of local self-governance in India. The Constitution of India envisages PRIs responsible for preparing local “plans for economic development and social justice”. The role of Panchayats as a governance institution has grown manifold. They have established themselves as the embodiment of representative as well as participatory democracy and consensus decision-making through Gram Sabhas.

Given the centrality of Panchayats in defining the processes that characterise nation’s development, it is pertinent to have a comprehensive understanding of the structures and functions of local governance institutions at village, block, and district levels as well as their relationships with the state and central governments. This knowledge is essential to develop a comprehensive strategy to synergise interventions with local governance institutions for leveraging resources and building capacities within these institutions for greater impact and long term positive changes in favour of the most marginalised. This knowledge would set a foundation to develop competency for facilitating participatory local development planning in partnership with local governance institutions, local community based organisations (CBOs) and other stakeholders.

The role of Panchayats in local development was further bolstered with the adoption of Sustainable Development Goals (SDGs) in 2015. The Panchayats are instrumental to achieve these goals by localising the SDGs and disaggregation of national targets into village-level planning, implementation and monitoring.

The course on ‘Working with Panchayats’ aims at developing relevant knowledge and skills on the functioning of local governance institutions, ways to enable effective local governance and bring a clear perspective on the role of Panchayats in socio-economic development. 

Course objectives

  • Understanding the constitutional framework, structures, functions and roles of functionaries of Panchayati Raj Institutions (PRIs) in India;
  • Developing knowledge and skills for facilitating participatory planning, implementation and monitoring of local level development plans;
  • Comprehending the roles of Panchayats towards achieving the Sustainable Development Goals (SDGs).

Course Structure

The Online Course is organised in four modules. The entire course is structured to be completed in 40 days’ time with each module to be completed in 10 days’ time. Each module has been divided into sub-sections for reading and assignments.

Module 1 provides a detailed introduction to local governance in India. It explains the history of decentralised local governance and its elements both pre- and post-independence. Further, the constitutional framework of PRIs is discussed followed by their discretionary provisions, structures, functions and functionaries. In the end, local governance systems in Schedule V and Schedule VI areas are explained.

Module 2 discusses the enabling constitutional institutions associated with PRIs such as State Election Commission, Central and State Finance Commissions and District Planning Committee. Further, it details out the roles of various Standing Committees which enable the functioning of PRIs.

Module 3 focuses on the evolution and various models of decentralised participatory planning. It further explains the concepts of citizen participation and social accountability tool such as social audit. In the end, it explains the current framework for developing village level plans and delineates its processes.

Module 4 offers a deeper understanding of Sustainable Development Goals (SDGs) and how can Panchayats assist in achieving them. Further, it discusses the digitisation of Panchayats for the upgradation of its processes. Towards the end, it discusses the tools and strategies for working with Panchayats.
