Sanitation drive in Himachal Pradesh - A case of Citizen-led monitoring of services
Dharamshala is one of the most visited tourist sites in Himachal, yet Dharamshala Municipality is not a problem - free area. Sanitation is one of the biggest problems facing the town. The number of garbage disposal bins within the municipality is limited and the safai karamcharis seem to be accountable to none but themselves. The people living in this hill town believe that the numerous nalas(drains) flowing through the town form a natural garbage dump as the flowing waters wash away the garbage on a daily basis. The garbage eventually collects on the banks of these very nalas creating a problem. The effort of mobilising people in Ward 10 of Dharamshala municipality area through a number of ward meetings finally proved to be successful when the residents got together and formed a rotating monitoring committee. The responsibility of monitoring, thus, did not fall on a few people but was spread out among the concerned residents. The task of the monitoring committee was to stand guard near the nala every morning (the time when most people threw garbage) and stop the defaulters. This plan was implemented with the belief that catching the guilty on the spot would create an understanding that their actions were wrong as well as instill a sense of fear and make them think twice before throwing their garbage on to the nala. The committee has since undertaken a number of visits near the nala to monitor the problem of garbage dumping in the nala. The problem has visibly reduced and at present the town people are planning to involve the municipality in dealing with the garbage disposal problem in their Ward.
